Abstract

This article draws up a mapping of the communication vehicles in the State of Espírito Santo, Brazil, in addition to raising the State’s investments in these vehicles, so that in the future the data can be compared with the expenses related to the private media carried out in the analyzed period and, thus, priority should be given to investment in communication. To achieve the objectives, the elaboration of the article is based on bibliographic research and documental research, configuring itself as a descriptive study. Some difficulties in collecting data for the construction of the research corroborated the urgent need for studies on the subject. The slicing of data on the State Government website made it impossible to cross-reference them, making some analyzes unfeasible. However, this is a failure of the law itself, which governs the way in which transparency must be given to advertising execution contracts. Over eight years (2011–2018), the following amounts were invested in public communication vehicles: R$46.2 million in RTV-ES; and R$104.6 million with the Official Gazette.

  • Alexandre Lemos Junior, UFES – Federal University of Espírito Santo

    Journalist graduated from the Federal University of Espírito Santo in 2011, with a Master’s degree in Communication and Territorialities. He has worked in the Communication Advisory offices of the Federal Senate, the Municipal Government of Vitória, and the State Government of Espírito Santo. He coordinated the News Center of Rádio América, a media outlet of the Archdiocese of Vitória, ES. He has also worked as a reporter for the Gazeta Online Portal and the newspaper A Gazeta, in the Cities section, and as an editor at the Central Brasileira de Notícias (CBN Vitória).

  • José Edgard Rebouças, UFES – Federal University of Espírito Santo

    Graduated in Social Communication/Journalism from the Federal University of Espírito Santo (1990–1996), with a master’s degree in Information and Communication Sciences from Université Grenoble 3 (1992–1994) and a PhD in Social Communication from University Metodista of São Paulo, including a research internship at Université du Québec à Montréal (1999–2003) and postdoctoral fellowships at the Federal University of Pernambuco (2005–2006) and Université du Québec à Montréal (2021–2022). He is a full professor at the Federal University of Espírito Santo (UFES) and founding coordinator of the research and action center Observatório da Mídia: Human Rights, Policies, Systems, and Transparency.
